1 1/2 lbs ground beef

2 cups milk, divided

4–5 medium russet potatoes, thinly sliced

1 medium onion, thinly sliced

Instructions

Preheat oven: Preheat the oven to 350°F (175°C).

Prepare the ground beef:
In a skillet over medium-high heat, brown the ground beef, breaking it up as it cooks. Once browned, drain any excess grease. Season with garlic powder, onion powder, salt, and pepper. Set aside. -
Make the sauce:
In a saucepan over medium heat, combine 1 1/2 cups of the milk with the flour. Whisk until smooth and then cook for 3-4 minutes, or until the mixture thickens. Gradually add the remaining 1/2 cup of milk while stirring to keep the sauce smooth. Continue cooking for an additional 2-3 minutes. Remove from heat. -
Assemble the bake:
In a greased 9×13-inch baking dish, layer half of the sliced potatoes on the bottom. Top with half of the sliced onions, followed by the ground beef mixture. Pour half of the milk sauce over the layers. Repeat with another layer of the remaining potatoes, onions, ground beef, and the remaining milk sauce. -
Top with cheese:
Sprinkle the shredded cheddar cheese evenly over the top. -
Bake:
Cover the dish with aluminum foil and bake for 45 minutes. After 45 minutes, remove the foil and bake for an additional 15 minutes, or until the potatoes are tender and the cheese is melted and bubbly. -
